Board of Directors

William F. (Mickey) Harley III, President and Director
Mr. Harley, a graduate of Yale University and the Yale School of Management, with degrees in Economics, Chemical Engineering, and Public and Private management, is currently President & CEO of Bannon Holdings, his personal investment company. He is also the founder, CEO & President of Fursa Alternative Strategies, a New York-based hedge fund having offices in New York, London, Ireland, Mumbai, Hong Kong, and Beijing.  Mr. Harley has served on the Board of Directors of public and private companies, including Metromedia International Group, Inc., Integral Systems, Inc., Coastal Greenland Limited, JL French, Frederick's of Hollywood, and Interboro Insurance Company, Strix, LLC, and Seitel Corporation. Since his appointment as Director and President in November 2008, he has joined Mr. Simon Tam in providing strategic, corporate, operational and financial direction for Xemplar Energy.

Simon Tam – Chief Executive Officer and Director
Mr. Tam is one of the original founding directors of Namura Mineral Resources (Pty.) Ltd.  With over 25 years experience leading private and public companies, most notably in the areas of corporate start-up, financing, acquisitions, operations, and development, Mr. Tam brings a wealth of experience in overseeing the strategic and operational management of the Company.  He has successfully built real estate development, food and computer wholesaling companies, with transactions in excess of CDN$500 million and has overseen the strategic development and financing of a number of public exploration companies.  Mr. Tam joined the board of Xemplar Energy as a Director in August 2006 and was appointed Chief Executive Officer in June 2008.   

Mike Magrum, P.Eng. – Chief Operating Officer and Director
Mr. Magrum has been a Director of Xemplar Energy and its key technical advisor (as a qualified person under National Instrument 43-101) since September 2005.  Mr. Magrum is instrumental in the technical management of all of Xemplar’s uranium properties.  Mr. Magrum is a Geological Engineer who has been working in uranium exploration since 1974.  He is a graduate of the Haileybury School of Mines and the University of Alaska whose worldwide experience has covered most of the uranium deposit types. Mr. Magrum was part of the technical team which assembled JNR Resources' successful Athabasca Basin uranium landholdings and was also a director of Seabridge Gold, which acquired a major gold property portfolio containing multi-million-ounce gold resources.

Ron Mitchell - Director
Mr. Mitchell is a highly successful and experienced investment banker who spent 16 years of his career in South Africa who has been a Director of Xemplar Energy since June 2008.  He currently advises the LVD Gold and Resources Fund LP (previously Belgravia Gold & Resources Fund LP).  Until March 31st, 2005, Mr. Mitchell was CEO, Liberty Ermitage Group, which he founded in 1996 and on handing over the reins boasted offices in Jersey, London, Luxembourg & New York with assets under management of $4 billion US (Hedge Funds $2 billion).  Mr. Mitchell spent 20 years with Citigroup where he held a number of senior appointments, including ten years (1986–1996) as Chairman and Managing Director of Citibank's UK Offshore Group, based in Jersey and Chairman of Citibank's European Offshore Investment Banking Strategy Group.  Under his leadership balance sheet footings for the Offshore Group grew from $3 billion to $23 billion.  For the two years prior (1984–1985), Mr. Mitchell was Founder & Managing Director, Citicorp Investment Bank SA Limited, based in Johannesburg. Mr. Mitchell plays an important role in helping steer the strategic vision of the company. 

Dr. Mel de Quadros, P.Eng., Ph.D. (Geology) – Director
Dr. de Quadros, who has been a Director of Xemplar Energy since June 2005, graduated from the University of London, England with B.Sc. in Geology and Chemistry in 1964, and a M.Sc. in Geology from University of California, Los Angeles in 1968.  Dr. de Quadros also holds a Ph.D. (Geology) from the University of Nairobi (Kenya), which he obtained in 1972.  He is a registered Professional Engineer in Ontario and British Columbia with 40 years experience in exploration and development work.  He is currently the President of Northern Platinum Ltd. and previously was the Vice President, Exploration for Kit (Arauco) Resources Corporation from 1996-1997 and Vice President, Engineering for Manwa Exploration Services from 1982 –1986.

Gerard A. (Gerry) Pallotta – Director
Mr. Pallotta is a registered Certified Public Accountant with the State of New York, and is currently President of Pallotta & Associates, his personal investment company.  Mr. Pallotta has over 20 years of experience in senior management positions in public and private companies, most notably in the areas of finance, accounting, operations management, business and product development, strategic planning and corporate governance, in varied industries including energy, electronics, manufacturing, and real estate.  Mr. Pallotta graduated from Hofstra University with a BBA in Accounting, and earned an MBA in Banking and Finance from Dowling College’s Executive Program.  Mr. Pallotta joined Xemplar’s Board of Directors and was elected onto the Company’s Audit Committee on May 27, 2009.
